OpenAI ships three education plugins, and quietly admits most students barely use the tools they have

Ahead of the new school year, OpenAI released three education plugins for ChatGPT Work and Codex: one for K-12 teachers, one for college educators and one for college students. A plugin here means a bundle of apps, role specific skills and ready made workflows, so a teacher does not have to invent a complicated prompt from scratch. They are available in ChatGPT Edu and ChatGPT for Teachers district deployments, not in the consumer app.

The K-12 teacher plugin creates differentiated classroom materials, interactive visuals and exit tickets, and connects to Learning Commons to align materials with local academic standards. The college educator plugin handles syllabi, course calendars, adapted materials and packaging content for a learning management system. The student plugin builds study guides, quizzes, flashcards and interactive explanations from sources the student chooses, with a guided tutor mode. OpenAI says grading and pedagogical decisions stay with the educator.

What is actually going on here

The most interesting number in the announcement is not about the plugins. OpenAI says more than 200 million people aged 18 to 24 use ChatGPT every week, and then admits that even advanced student users draw on the product’s capabilities roughly 90 to 99 percent less than power users do. The company calls this a “capability overhang”, the gap between what a tool can do and what people actually do with it.

That is a candid thing to publish, and it reframes the product. These plugins are not really new capability. They are packaging, aimed at the fact that most people never get past asking a chatbot questions. OpenAI’s own data across ChatGPT Edu deployments suggests structured access closes the gap: students in managed deployments develop more advanced usage patterns over time than free users, particularly in analysis, calculation and learning.

A fair caveat for European readers: this is a heavily US shaped rollout, tied to district deployments, FERPA compliance and partnerships like the American Federation of Teachers. ChatGPT for Teachers is free for verified US K-12 educators, not for teachers elsewhere. OpenAI’s Education for Countries programme does work with governments directly, with Estonia named as an example reaching over 20,000 students and 4,600 teachers, but a teacher in Germany or Austria cannot simply switch this on today.

What this means for you: if you teach and your institution already has ChatGPT Edu, ask your administrator whether the plugins are enabled, because they will save you more time than any prompt you write yourself. If you are a student or a self-directed learner without institutional access, the honest takeaway is the overhang number, not the product: the difference between a casual user and a power user is mostly the habit of giving the model your actual materials and asking it to build something, rather than just asking it questions. That habit is free.
